Hello, I'm Shane Croucher. Welcome to Newsweek's Bulletin. Here's what you need to know today. A bipartisan bill intended to protect Americans from electricity costs associated with new data centres has hit a roadblock in the Senate one day after passing the House in a 417-3 vote. The Ratepayer Protection Act remains alive, but an attempt to secure its immediate passage through unanimous consent was blocked by Senator Martin Heinrich, the top Democrat on the Senate Energy and Natural Resources Committee. Because unanimous consent requests can be stopped by a single senator, Heinrich's objection means that the bill could not pass through the expedited process. The legislation would establish a federal standard under which large data centres cover the full incremental cost of upgrades needed to generate electricity and transmit or distribute it to their facilities. The lone juror who blocked a unanimous insanity verdict in the Lindsey Clancy murder trial has spoken out. He said he believed prosecutors presented enough evidence to show that the Massachusetts mother knew what she was doing when she killed her three young children. Clancy was charged with three counts of first-degree murder over the January 2023 deaths of her children. Her defence claims she was suffering from postpartum psychosis, excusing her from criminal responsibility. After seven days of deliberations, the 12-member jury was unable to reach a unanimous decision, and Judge William Sullivan declared a mistrial. Russians head to the ballot box today to choose a new parliament for the first time since Vladimir Putin ordered his forces into Ukraine and sent them bearing down on Kyiv. The three-day ballot, which started Friday, is expected to return the ruling United Russia party to power in the state Duma and tighten President Putin's grip on power. There are only a handful of Kremlin-tolerated opposition parties taking part in the election. Until next time that's all for now.
